Radha Govinda is, of course, correct. Because Harinama is what Srila Prabhupada told everyone to do. He led the very first Harinamas in Mahattan. 

Radha Govinda, do you feel that the Festival of Inspiration in New Vrindavan would be truly inspirational if the leaders would lead a Harinama?

Since Srila Prabhupada initiated and encouraged Harinama, how could it possibly be offensive? Since Srila Prabhupada ordered it, where is the question of whether it's right or wrong?

The great soul has already reached the final decision about street chanting. Srila Prabhupada said to do it.
